We've been at war with pretty much the rest of the world for I don't even know how long. I don't really care about dusty old conflicts like that-- but the situation now is that they see us as less than them.
If the goal is to prove that anyone can be redeemed and deserves a grace period to try... then selecting only the candidates you know will succeed negates any meaning drawn from the results.
That would just be how it's always worked until now.
Okay, but you can get how this whole idea sounds, can't you? Especially if nobody knows which of those they are! Would it just not bother you at all if you turned up dead and someone told you, hey-- whoever you are right now, that's not good enough, better start fixing it!
