We've been at war with pretty much the rest of the world for I don't even know how long. I don't really care about dusty old conflicts like that-- but the situation now is that they see us as less than them.
If the goal is to prove that anyone can be redeemed and deserves a grace period to try... then selecting only the candidates you know will succeed negates any meaning drawn from the results.
That would just be how it's always worked until now.

The things that you have to do by necessity to survive, or to achieve a greater good, can't be judged on the same scale as the actions of someone born into peace who chooses violence.
