Well that's annoying. [ they just say this, as if it doesn't irritate them that that's the problem. ] And even if you find them, they'll find other ways to continue operating in secret, won't they.
There can't be that many of them, so it's just a matter of hunting them all down. Unfortunately, they're also good at hiring random thugs, so they don't often have to come out in person, and they kind of outnumber us in that regard.
I personally haven't been in a position to do that instead of just killing them... although from what I've been told, the attempts to interrogate them that have been made haven't been successful for one reason or another.
There has to be another option. You can't just keep killing them if they're going to just keep sending more of them out. Not that I would have an idea what to suggest since you just took the suggestion I had and blew it apart...
Rather than a good fighter, specifically, he's a wielder of an Enchanted Blade. [all things considered, chihiro's actual swordsmanship is just okay.] That alone makes him a cut above the rest.
He summons goldfish. [realizes that might sound stupid out of context but also uruha is an enten stan. kawaii sword.] I've only seen a few of his abilities firsthand. One of them allows him to move at high speed—fast enough that most opponents can't see him coming. Another allows him to do a widespread slash.

... Each Enchanted Blade forms what's known as an Eternal Contract with its owner. In return for giving up your sorcery for good, you're the only person who can use that blade's powers for as long as you live.
So if anyone else wants to use one, they have to kill the contractor first.
