I have a baseline of what I think should be taken into consideration. But at the same time you're all unique individuals. So you have your own scales, too. You may have to argue for yourself, but I have also been watching you all for the last several weeks. You may not have to argue that hard.
I suppose I don't relish the idea of having to take the stand in my own favor. To feel deserving of something only to be struck down is a worse fate to me. Hoping it could be different, only to find out otherwise.
Anders, I'm going to be honest. I do not know what to say anymore. Maybe I'll throw the whole metric out? Everything that's happened to this point has pretty much screwed everything up anyway. I don't think you really have to worry though. All-seeing eyes of God, remember? But I understand the worries. It's a terrible thing to get your hopes up and have someone destroy them because they decide you aren't good enough. I don't want that to happen. But I cannot rule in favor of people who never made an attempt at all either.
And I won't argue for or against any metric you have decided to set, that isn't exactly my place. If there are those who do not wish to receive it, that is their choice - and sometimes people prize a choice above all. I suppose that's what I felt, when I asked for Hawke's judgment. I chose to surrender myself in that moment rather than be tried by any Chantry court.
I imagine for some it is the same.

But not for yourself? I have to give some sort of judgment. It's how this thing was designed. But I suppose there are some of you who would like to reject it and that's okay. I cannot send someone back if they haven't earned it, but I also don't have to send them back if they have and choose not to leave. They may stay here, or another option may be available. If the ruling is not in their favor, they will have to go elsewhere. I know two months is short. But it's longer than a snap judgment as soon as you die, when you were all told of what the purpose was. And because this has been asked, yes I am keeping the murder in mind and will not fully use that against a person. It is an overall judgment.
