I do not like this answer either. Killing people wasn't a solution I wanted, but I believe sending them to fully heal is better than sparing them. The chance to fully be themselves again. I'm sure there are a few people who disagree. The plan was never very conventional, but the full details were not released to the entirety of Heaven for a reason.
An entire faction? Debatable. We have narrowed it down to someone inside Heaven rather than an outside force. The search continues in the meantime. Though I would believe there are some who dislike the change in proceedings.

As areas are cleared, new security is being set to distribute alarms if something violates the area. There are only so many areas that can be thoroughly checked in one day.
