You already had protocols in place before the murders even began. Do you think they're simply taking advantage of them, or do you think they had a hand in establishing them in the first place?
That's a good question. The protocols are largely meant for much smaller problems. When we were still in the research stage of finding out if anything like this had occurred before, most evidence we could find of trials in the past were over things like pranks getting out of hand and hurt feelings. Not... the harm we've been seeing done to people.
They do go very far back. But we know so little about the interference that it's possible they do too, I suppose.
