It's simple! It's just a large bulletin board out in the open, and... it's all paper files, really. Kind of old fashioned, if you think about it.

What sort of information is in the files?

[cupidsammo]

Well... If it's someone who's never fallen in love, the files are actually pretty empty. On the other hand, if they have, previous cupids who have targeted them before usually leave notes about the person. It could be the kind of personality they have, or preferences in a partner they've noticed... It's really helpful to have when it's there.

So every time they've fallen in love before was a Cupid who did a bad job?

I wouldn't say it's that! But... things happen, you know? Maybe the relationship didn't work out, or maybe they fell out of love. It's possible they never confessed to the other person, too.
