Depends on what you're considering magic. I've got a feeling your idea is different than mine.

I'd be willing to call that a perfectly good use of magic, considering I've seen what happens when you go wrong with elixirs.

Besides there's scales of impressive. I can cast a fireball, or heal a broken bone, but I hear in Tevinter the Archon's Palace floats. I wouldn't say I'm used to that.

No shit. I think. You hear all kinds of things about Tevinter, so sometimes it's hard to tell what's true, but ... architecture made possible only through arcane ritual, magic used for things as simple as shop signs and decorative fountains, the Magisters dueling on the streets. It all seems rather impressive.

But you can use it, if you want?

It's the kind of thing I wouldn't mind seeing once or twice. It sounds kinda commonplace there, but still impressive enough to stand out.
